Santo Domingo, República Dominicana. El movimiento cívico, Participación Ciudadana, en coordinación con la Asociación de Hoteles del Este (ASOLESTE), la Fundación Sueño Amazona, la Asociación Mutua de Servicios Solidarios (AMUSSOL), llevó a cabo en el Distrito Turístico Verón-Punta Cana, el taller “Riesgo Institucional del Crimen Organizado y la trata de Personas”, el cual fue impartido por el procurador de la Corte de Apelación de San Cristóbal, Jonathan Baró Gutiérrez.
El taller tuvo como objetivo, profundizar sobre las conductas asociadas a la trata de personas, la mecánica que utilizan los tratantes y grupos delictivos organizados para la comisión del delito, y cómo utilizan la corrupción para la facilitación del delito y evitar la persecución penal. El mismo se desarrolló en el marco de las acciones del proyecto CRIMJUST, destinado a fortalecer la cooperación en materia de investigación y justicia penal, para lograr una acción eficaz en casos de delincuencia organizada transnacionalmente.
Durante el encuentro, el magistrado Baró, resaltó que del año 2003 al 2012 en la República Dominicana fueron efectuadas únicamente 4 condenas por trata de persona. De manera que aunaron esfuerzos entre 2013 y 2017 y fueron emitidas unas 45 condenas. Sin embargo, pese al ahínco, la intensidad de dicha labor fue descontinuada entre 2018 y 2020, periodo en que únicamente se conocieron 18 condenas, menos de la mitad de lo logrado en el último espacio de tiempo señalado.
“Este comportamiento estadístico fue atribuido a debilidades institucionales, la falta de recursos, entre otras acciones relacionadas al desarrollo de políticas públicas que permitan hacer frente a dicha realidad”, señaló el Procurador.
Según explicó el Procurador, se han conocido más de 200 mil casos de víctimas explotadas sexualmente entre 2003 y 2019, pero solo el 1% de estas acuden a realizar denuncias. Esto porque les significa una afrenta el engaño, los múltiples años sometidas al maltrato de este tipo, y en el peor de los casos una amenaza de muerte.
Otro dato expuesto en la conferencia impartida por el magistrado Baró es que, en 2020 el país fue colocado en la lista de vigilancia del Nivel 2, por ser una de las naciones que no satisfacen plenamente las normas para la eliminación de la trata de personas, pero que están dando importantes pasos para lograrlo.
De acuerdo con los testimonios presentados, algunas de las personas expuestas ante la trata y explotación sexual, son iniciadas en las drogas, como un mecanismo que permita a las víctimas soportar las diversas acciones a las que son forzosamente sometidas. De estos, resalta el Procurador, que muchos son menores de edad comercializados a través de sus padres por dinero, mientras que otros, entre 800 mil y 4 millones, son engañados para luego ser convertidos en esclavos sexuales, según estadísticas de la Organización de las Naciones Unidas (ONU), destacó Baró.
En la capacitación participaron, además miembros de la Policía Nacional; del Consejo Nacional para la Niñez y la Adolescencia (Conani); del Cuerpo Especializado de Seguridad Turística (Cestur); del Ministerio de Trabajo; la organización Plan International; fiscales y demás entes relacionados a la profesión del Derecho y otras áreas gubernamentales a nivel provincial.
