El Gobierno dominicano analiza la conveniencia de la construcción de un monorriel o un tranvía, según informó el director general de Alianza Público Privada (APP), Sigmund Freud, durante un encuentro con la Asociación de Comerciantes e Industriales de Santiago (ACIS).
Asimismo, dijo que, en el segundo trimestre del próximo año 2021, el Gobierno central también podría iniciar los trabajos de construcción de la autopista del Ámbar, que comunicará a Puerto Plata con las demás provincias del Cibao por Santiago.
En el encuentro almuerzo con la ACIS, fue encabezada por el presidente de la entidad, Sandy Filpo, quien en las palabras e introducción agradeció la presencia de Freud para orientar sobre los proyectos de desarrollo anunciados por el presidente Luis Abinader
Filpo destacó la importancia de conocer de estos proyectos, la rentabilidad y el nivel de consenso con choferes y otros sectores desplazados por los nuevos planes de movilidad en Santiago.
El director general de Alianza Público Privada dijo que en el tema de la movilidad lo que han estado analizando en Santo Domingo y Santiago sobre cuál es la mejor manera de capitalizar las instituciones responsables de construir estas obras.
“Ustedes saben que la ley del Instituto Nacional de Tránsito y Transporte Terrestre (INTRANT) mandaba la obligatoriedad de transformar la Oficina para el Reordenamiento del Transporte (OPREP) y la Oficina Metropolitana de Servicios de Autobuses (OMSA), en empresas públicas o empresas de capital mixto, es decir, una alianza público privada para operar”, recordó.
Informó que se ha estado analizando cual es la mejor manera de capitalizar esas empresas. También, dijo que se prevé crear una alianza pública privado donde los sindicatos, los empresarios y otras instituciones que quieran participar puedan hacer la inyección de capital y una vez desarrollada esta parte iniciar el proyecto que se tiene pensado.
En cuanto a la autopista del Ámbar, Sigmund Freud, sostuvo que se han sentado con varios grupos de interesados en una mesa de trabajo que preside el Ministro de Obras Públicas y que están avanzados.
El funcionario indicó que esta auto vía del Ámbar bajo la modalidad público privado tiene propuestas diferentes de diseños que han realizado consorcios y empresas porque tiene mucho tiempo analizándose.
Asimismo, el Sigmund Freud vaticinó que la carretera del Ámbar podría ser el primer proyecto de alianza público-privado que se esté anunciado a final de año y puedan dar el primer picazo en el segundo trimestre del 2021.
