SANTO DOMINGO.- La Cámara de Diputados aprobó este miércoles en primera lectura el proyecto de ley del Código Penal de la República Dominicana, con una eximente sobre el aborto, luego de haber sometido los informes del mismo, el disidente y el principal.
El proyecto fue aprobado con la eximente establecida en el artículo 112 de la pieza legislativa, que dice: “La interrupción del embarazo practicado por el personal médico especializado en establecimientos de salud públicos o privados, no es punible de demandas, si con antelación, para salvar las vidas de la madre y del feto en peligro, se agotan todos medios científicos y técnicos disponibles hasta donde sea posible. En esas circunstancias las conductas se considerarán como propias del hecho justificativo del estado de necesidad”.

El presidente de la Cámara Alfredo Pacheco, procedió a someter a votación el informe disidente sometido por los diputados Horacio Rodríguez y Santiago Vilorio, que fue rechazado con 111 votos noes y 45 diputados votaron a favor.
Mientras que el informe principal, rendido por la comisión presidida por Alexis Jiménez, fue aprobado con una votación favorable de 139 y en contra solo 16.
En tanto, que el proyecto del Código Penal de la República Dominicana, fue aprobado en primera lectura con su informe, con una votación favorable de 146 votos y en contra 14 votos.

Previo a ser sometido a la consideración del hemiciclo, el presidente de la Cámara de Diputados, Alfredo Pacheco, recordó que cuando asumió la presidencia por primer vez en 2003, conversó con la Comisión de Justicia sobre la necesidad de que se aprobara el Código Penal.
Dijo que una vez aprobado el Código Procesal Panel se trabajó arduamente para la aprobación del Código Penal de la República Dominicana, donde finalmente fue aprobado y enviado al Poder Ejecutivo.
Sostuvo que al llegar nuevamente a la presidencia de la Cámara de Diputados el pasado año, se reunió con la comisión coordinadora y decidió que se trabaje en la mora de una serie de proyectos de ley, entre ellos el Código Penal de la República Dominicana.
Alfredo Pacheco definió el Código Penal de la RD como un proyecto extremadamente importante para la vida nacional, por lo que justicia, tras definirse a favor de las tres causales sobre la interrupción voluntaria del embarazo.
“Cuantas veces tenga la oportunidad estaré militando y estaré votando a favor de las tres causales”, manifestó Pacheco. Dijo que en el hemiciclo cada diputado puede votar por lo que considere su criterio y su conciencia.
Mientras que el presidente de la Comisión, Alexis Jiménez, expuso algunas modificaciones.

En los debates de este miércoles la primera en tomar un turno fue la diputada Soraya Suarez, secretaria del bufete directivo de la Cámara de Diputados, indicando que, si se aprueba el Código Penal con las tres causales, será declarado inconstitucional, según el artículo 37 de la Constitución Dominicana.
La vicepresidenta de la Cámara de Diputados, Olfanny Méndez Matos, entiende que la sociedad reclama la aprobación de un código actualizado y acorde con el avance que ha tenido el país.
El vocero de los diputados del Partido Reformista Social Cristiano (PRSC), Máximo Castro Silverio, en su intervención manifestó que el país no se puede quedar en estas alturas sin un código, el cual tiene 20 años anhelado por los diferentes sectores de la sociedad.
El vocero de la Fuerza del Pueblo (FP), Rubén Maldonado, dijo que el proyecto de ley que tiene 412 artículos, da la impresión que lo único que cuenta es el que tiene que ver con la interrupción del embarazo.
El diputado Nidio Encarnación, del Partido Revolucionario Moderno (PRM), dijo que se hace necesario que la Cámara de Diputados escuche a la sociedad dominicana, que exige se le dote de un instrumento que pueda combatir la delincuencia.
En los debates, el diputado José Horacio Rodríguez, proponente del informe disidente dijo que se trata de una normativa reglamentaria.
Aclaró que fue depositada una comunicación donde explica que la disidencia es únicamente en lo que tiene que ver con el artículo 112, que incluye una redacción alterna que contiene las tres causales sobre la interrupción del embarazo.
Juan Dionisio Rodríguez, vocero del Frente Amplio, expresó que la Constitución dominicana tiene tres principios fundamentales donde se establecen los derechos fundamentales.
El vocero del Partido de la Liberación Dominicana (PLD), Gustavo Sánchez, dijo que su partido tomó una posición de respaldar las tres causales sobre la interrupción del embarazo de forma voluntaria.
Pidió a los diputados de su bancada acompañarle votando a favor de las tres causales para la interrupción voluntaria del embarazo como lo decidió el PLD.
Julito Fulcar, vocero de la bancada del PRM, manifestó que lo que se debate hoy es una pieza histórica que quedará registrado en la memoria histórica de la República Dominicana.
Entiende que es de responsabilidad de los diputados apoyar la aprobación del proyecto de ley del Código Penal de la República Dominicana, porque en estos momentos la sociedad así lo reclama para que haya una eficiente aplicación de justicia.
Pidió a sus diputados apoyar el tema de la aprobación del proyecto de ley del Código Penal y se deje la aprobación de las tres causales en el futuro.
El presidente de la Cámara de Diputados, al dejar cerrados los trabajos convocó a los diputados para el próximo martes a las 10 de la mañana.

Hi this is kinda of off topic but I was wondering if blogs use WYSIWYG editors or if you have to manually code with HTML. I’m starting a blog soon but have no coding experience so I wanted to get guidance from someone with experience. Any help would be greatly appreciated!
I’m amazed, I must say. Rarely do I encounter a blog that’s equally educative and engaging, and let me tell you, you have hit the nail on the head. The problem is something too few folks are speaking intelligently about. Now i’m very happy that I found this during my hunt for something regarding this.
