La verdadera reforma a la Ley 87-01, no se producirá en nuestro país, hasta tanto los sectores que dicen representar la sociedad terminen por entender que la población está harta de insatisfacciones y decidan ponerse del lado de los ciudadanos que demandan buenos servicios de Salud, Pensiones y Riesgos Laborales justos.
Hay quienes en medio de este vendaval que se mueve en el Sistema Dominicano de Seguridad Social (SDSS), han querido tener protagonismo para ser simpáticos ante la población, no porque tengan vocación de servir a los más desprotegidos del sistema, sino porque eso les permite vigencia pública y la capacidad de maniobrar frente a las prestadoras de servicios.
Si a ver vamos, la genuina y real defensa de los afiliados a la Seguridad Social, proviene fundamentalmente de las entrañas de la clase trabajadora que viendo cómo se les esfuman sus exiguos recursos en los copagos por consultas médicas y cuando se les agotan los RD$ 8,000.00 que reciben anualmente por medicamentos, tienen que hacer ingentes esfuerzos para seguir sufragando sus necesidades más perentorias.
Mientras la población se ha visto envuelta en ese círculo vicioso, del cual no ha podido salir durante 20 años, pese a todas las protestas e inconformidades externadas por la mayoría de los sectores contra la Ley 87-01, y anhela un cambio real en el Sistema Dominicano de Seguridad Social, en el Congreso y en los partidos políticos evaden asumir las responsabilidades que requieren las circunstancias frente al tema.
Nos encontramos en el momento preciso de tomar las decisiones que ameriten una verdadera y abarcadora reforma a la Ley de Seguridad Social, y por lo tanto es necesario que los partidos políticos, el Congreso Nacional y los diferentes sectores que inciden en la vida nacional, incluyendo la Sociedad Civil, se pronuncien y fijen sus posiciones al respecto para que finalmente no haya dudas en torno a la modificación de la misma.
La realidad palpable frente a la Seguridad Social ha sido la falta de sinceridad que han mostrado los sectores que tienen los medios y las capacidades para producir las reformas que demanda la sociedad y si estos no deciden cambiar de aptitud, de nada valdrá que se formen miles de Comisiones Bicamerales y de que se introduzcan proyectos y resoluciones que presionen la modificación de la Ley 87-01, que al fin y al cabo continúa yugulando a la mayoría de los dominicanos.
En medio de este círculo vicioso, solo hemos visto como pequeño símbolo de cambio la renuncia del Superintendente de Salud y Riesgos Laborales, Pedro Luis Castellanos, cosa que debió hacer desde que asumió el presidente Luis Abinader, pero todavía aún tenemos pendiente de que lo haga lo más pronto posible el Superintendente de Pensiones, Ramón Emilio Contreras, porque de lo contrario seguiremos en lo mismo y patinando en el lodo sin avanzar un centímetro hacia esperada reforma a la Seguridad Social.
Esos funcionarios, debieron renunciar hace mucho tiempo por irresponsables e incapaces, porque teniendo un gobierno que controlaba el Congreso Nacional y todos los estamentos del Estado, como fue el de la gestión de Danilo Medina, no propiciaron una verdadera reforma a la Ley de Seguridad Social y ahora que no están en el poder que ostentó el PLD, quieren entorpecer toda posibilidad de avanzar hacia una posible modificación, como debe producirse en el país, por necesidad y deseo de la mayoría de los dominicanos.
