Presidente Luis Abinader invoca solidaridad frente a desafíos de RD por inflación global, inseguridad y crisis haitiana

Los Ángeles.- El presidente dominicano Luis Abinader resaltó los logros alcanzados por República Dominicana en su lucha contra el COVID-19, la recuperación y el crecimiento económico y el enfrentamiento al narcotráfico; sin embargo, reclamó hoy en su discurso en la Cumbre de las Américas, solidaridad con el país frente a tres desafíos que amenazan los avances dominicanos en materia social, económica y de seguridad.

Especificó que la invasión rusa a Ucrania ha generado en nuestro país y otros países del Caribe, un impacto mayor a otros de la región, ya que no tenemos hidrocarburos y somos una economía muy abierta, que depende de las materias primas importadas. Es la primera vez que nuestro gobierno no cuenta con un país amigo que le ayuda a mitigar el shock petrolero.

El mandatario resaltó que en los años 80 con el Acuerdo de San José, de México y Venezuela, y después Petrocaribe de Venezuela hasta el 2014, con financiamiento y precios especiales, ayudaron a República Dominicana a mitigar las alzas del petróleo de esas épocas, mientras que hoy su país debe hacer un enorme sacrificio fiscal para subsidiar combustibles, fertilizantes y alimentos.

Esta realidad nos compele a buscar vías que garanticen nuestra seguridad energética y alimentaria. Urge adoptar medidas de abastecimiento que reconozcan que estamos en una “economía de guerra” flexibilizando las restricciones, así como buscar financiamiento en términos concesionarios que nos permitan, a los países de ingreso medio, enfrentar esta crisis, la más compleja del último siglo y que está haciendo estragos en la región, resumió.

Financiamientos blandos o concesiones

“Se hace urgente la creación de mecanismos nuevos y creativos para conceder financiamiento blandos o concesiones, pues de no enfrentarse adecuadamente esta crisis, aumentará el creciente descontento social y sus consecuentes conflictos, que afectarían seriamente nuestras democracias”, matizó Abinader.

Agregó que justo ayer, reunidos con el presidente Biden, la vicepresidenta Harris, los países hermanos miembros del Caricom y nosotros en representación de Republica Dominicana, sostuvimos un encuentro sincero y productivo.

En esa reunión, en que el presidente Biden y la vicepresidenta Harris fueron muy receptivos y demostraron su empatía con la región, se acordó establecer comisiones conjuntas, que de manera urgente trabajen en recomendaciones que empiecen a ser aplicadas de inmediato.

Un segundo tema que afecta a los dominicanos es la seguridad. Los extraordinarios golpes al narcotráfico durante nuestro gobierno han generado una reacción de otros tipos de delincuencia en nuestro país.

Dijo que la colaboración en la lucha contra el narcotráfico no solo debe ser para detener el flujo de drogas hacia el norte sino también para ayudar en la seguridad ciudadana de nuestras naciones, afectadas por las organizaciones criminales que utilizan a nuestros países como puentes.

“Y tercero, y no menos importante, tengo la necesidad y el deber de pronunciarme, como en anteriores ocasiones, sobre la imperiosa necesidad de que la Comunidad Internacional, y en particular los países de Las Américas, actúen sin demora ante la dramática situación por la que atraviesa Haití “, destacó.

“Haití, que históricamente ha pagado muy caro sus deudas con países desarrollados, grita, clama por una acción coordinada que pacifique ese país: el más pobre del hemisferio occidental. Es para mí y nuestro gobierno injustificable que esta comunidad de naciones permita que un Estado, en el medio del continente americano, tenga gran parte de su territorio controlado por bandas criminales”, sostuvo.

“El pueblo haitiano está sufriendo consecuencias de la inestabilidad e inseguridad que han generado estas pandillas y que obliga a sus ciudadanos a buscar otras alternativas para sobrevivir, aumentando de forma significativa la presión migratoria principalmente sobre República Dominicana y en menor medida a otros países de la región”, observó.

Reiteró que “República Dominicana no puede cargar sola con los problemas de Haití. Ya está haciendo demasiado, mucho más de lo que puede. Su situación ha desbordado los límites de un problema migratorio; es, para los dominicanos, un tema de seguridad nacional, por lo que haremos lo necesario, como haría todo país soberano ante una amenaza similar, para asegurar adecuadamente nuestra frontera”.

Manifestó que compete a la comunidad internacional asumir definitivamente un mayor compromiso con el pueblo haitiano, con mayor implicación y, de manera urgente, trabajar por su pacificación y recuperación definitiva.

Demostrar que América es el continente del futuro

“Es el momento en que todos los países de América trabajemos juntos buscando soluciones a nuestros problemas y que Estados Unidos ponga su mirada en la región y demuestre, una vez más, su compromiso con liderar el desarrollo social y económico de nuestro continente. Si lo hacemos todos juntos, no solo saldremos de las dificultades y crisis del momento sino que vamos a demostrarle al mundo que somos el continente del futuro“, sintetizó.

El presidente Abinader inició su discurso destacando que a República Dominicana le ha costado mucho esfuerzo y sacrificio conquistar la libertad de la que hoy goza y que garantiza a sus ciudadanos y ciudadanas el disfrute pleno de sus derechos, la igualdad de todos ante la ley y la potestad de exigir a sus gobernantes transparencia y rendición de cuentas.

Expuso que, ante temas tradicionales de discusión de estas cumbres, como la lucha contra la corrupción y el narcotráfico y la defensa de la democracia podía decir, con seguridad y orgullo que en menos de dos años nuestro gobierno ha hecho avances considerables.

“Hoy no hay impunidad en República Dominicana, hemos nombrado un Ministerio Público independiente y hemos promovido la designación de profesionales autónomos en organismos neurálgicos, como: la Cámara de Cuentas, el Tribunal Constitucional, el Tribunal Superior Electoral y la Defensoría del Pueblo. Los controles establecidos garantizan que las diversas formas de corrupción hayan disminuido significativamente en una sociedad en la cual, como la nuestra, existía una “Cultura Generalizada de Corrupción”, expresó satisfecho.

Agregó que su gobierno ha dado firme apoyo a las propuestas surgidas en el seno del Congreso Nacional para que este poder constitucional apruebe una Ley de Extinción de Dominio, con la que esperamos proteger adecuadamente el patrimonio público de los dominicanos y dominicanas.

Nuestro compromiso con la democracia se refleja además en las acciones externas del gobierno dominicano, asumiendo con entusiasmo nuestra participación en la Alianza para el Gobierno Abierto (AGA), de la que seremos sede de su próximo encuentro.

“Cuesta creer que en solo 22 meses de gobierno hemos incautado igual cantidad de drogas ilícitas, que en los últimos 16 años previos a mi administración”, subrayó.

Un país propicio para la inversión

Todo este esfuerzo por la transparencia, la lucha contra la corrupción, el narcotráfico, el fortalecimiento del sistema de justicia y la seguridad jurídica nos han convertido en un país propicio para la inversión, pero, sobre todo, en un Estado que tiene en cuenta las necesidades y reclamos de su población.

Luchamos por un Estado inclusivo, que apuesta por el progreso y con igualdad de oportunidades para todos y todas.

Este fue el espíritu que nos guio durante lo peor de la pandemia del COVID-19. República Dominicana fue uno de los primeros países latinoamericanos en relanzar la plena actividad económica, logrando una de las mayores y más rápidas tasas de recuperación a nivel mundial. Somos ejemplo de buena gestión de la pandemia, por lo que hemos sido reconocidos recientemente por la Organización Mundial de la Salud.

Aplicamos más de 15 millones de dosis de vacunas, lo que ha contribuido a que la tasa de letalidad promedio sea de sólo un 0,7%, una de las más bajas de la región.

Para mitigar los efectos negativos de la pandemia, se aumentó el acceso al crédito para las actividades productivas, se expandieron los programas sociales para los más vulnerables, incluyendo políticas laborales, así como el apoyo al transporte y a la seguridad alimentaria de la población.

Todo esto permitió que en 2021 el PIB creciera un 12,3% en relación con el 2020. La recuperación de los sectores productivos ha permitido perfilarnos para 2022 como una de las tres economías de mayor crecimiento y resiliencia de América Latina, de acuerdo con el Fondo Monetario Internacional, Forbes y Moody’s.

En un mundo globalizado y desde una economía insular, apostamos por las alianzas internacionales como medio para potenciar nuestras ventajas competitivas como país y como región. Así, hemos impulsado la Alianza para el Desarrollo en Democracia junto a los gobiernos de Costa Rica y Panamá para promover la recuperación de nuestras economías en el marco de la defensa de los valores democráticos, las sociedades abiertas, los derechos humanos y el multilateralismo.
