Onofre Rojas sostuvo que los gobiernos locales sólo reciben del presupuesto nacional el 2.98 por ciento, lo que resulta insuficiente para poder cumplir con la responsabilidad de recogida de desechos sólidos y las obras que son responsabilidad municipal.
Rojas calificó a los ayuntamientos como las cenicientas del estado dominicano porque desde su génesis han sido marginados, y no se les presta la debida atención económica ni de fiscalización para mejorar la efectividad del trabajo que realizan, siendo las instituciones que deben trabajar directamente con los ciudadanos.
Abordado sobre la situación ambiental del Gran Santo Domingo, dijo que tanto la recogida de la basura como la limpieza de la ribera de los ríos Ozama e Isabela son proyectos que se ejecutan a largo plazo, donde se espera que para el 2030 estas fuentes acuíferas estén totalmente saneadas.
Calificó como un paso de avance en este proceso el haber sacado del río Isabela un desguazadero de barcos que por décadas operaba en sus orillas, siendo esta actividad el mayor contaminante para este importante río.
El ex ordenador se los fondos europeos Lome lV, durante el gobierno del ex presidente Leonel Fernández, fue enfático en señalar que el Ministerio de Medio Ambiente está compelido a jugar su rol, emprendiendo acciones en contra de las empresas que vierten sus desechos contaminantes tanto en el Mar Caribe, así como en los ríos Isabela y Ozama.

Añadió que, la entidad que preside el expresidente Leonel Fernández, ‘se ha convertido en un referente nacional e internacional, porque ha sabido adaptarse a los cambios y sobre todo en esta pandemia por el uso que le ha dado a la tecnología para continuar con el desarrollo organizacional del partido.”
