Santo Domingo.- El Ministro de Educación, Ángel Hernández, se reunió con los rectores de las universidades e instituciones de educación técnica superior del país, con miras a forjar una alianza entre esas instituciones y el Ministerio de Educación de la República Dominicana (MINERD) para que las políticas públicas en materia educativa tengan el espacio necesario en los planes y programas de dichas entidades.
“La sociedad necesita del concurso de todos ustedes para la mejora de la escuela, debido a que las universidades son entes fundamentales en este proceso”, expresó el titular de Educación.
El funcionario dijo que las líneas trazadas por el MINERD van orientadas al aprendizaje de los niños, por lo que la administración del sistema educativo preuniversitario, desde el ministro hasta el maestro en el aula, tiene que orientar sus esfuerzos en la misma dirección, para que el proceso educativo y la escuela funcionen.
Los rectores de universidades e institutos de formación técnica del país expresaron apoyo a la nueva gestión del MINERD que encabeza Hernández, a fin de contribuir con la mejora de la educación preuniversitaria, que impactará en los aprendizajes de los estudiantes y su disposición para fortalecer su participación en la capacitación y formación docente.
Durante el encuentro realizado en el Salón Ercilia Pepín del Ministerio de Educación, Ángel Hernández destacó que las universidades, como entes pensantes, concurren de muchas maneras con el MINERD, ya que las casas de altos estudios forman docentes y son quienes pueden ayudar a trabajar en el desarrollo de programas y buenas prácticas educativas validadas por las universidades para contribuir a mejorar la escuela dominicana.
Por otro lado, fue valorada la idea de ver el sistema educativo como un ecosistema integral constituido por el Ministerio de Educación (MINERD), el Ministerio de Educación Superior, Ciencia y Tecnología (MESCyT), las universidades y demás instancias educativas del país.
Estuvieron presentes Odile Camilo, rectora de UNIBE; padre Sergio de la Cruz, rector de UCATECI; Arq. Miguel Fiallo, rector de UNPHU; Frank Rodríguez, de UTESA; Dr. Franklin Holguín Haché, de la Universidad APEC, y Altagracia López, de INTEC, entre otros.
Además de los rectores, concurrieron representantes de las asociaciones que agrupan a las universidades e instituciones técnicas superiores, entre ellos José Altagracia Hazim Torres, de la Asociación Dominicana de Rectores de Universidades (ADRU); José Alejandro Aybar, de la Asociación Dominicana de Universidades (ADOU), Richard Winter, de la Asociación Universitaria Iberoamericana de Postgrado (AUIP), y Dinorah García, del Instituto Superior de Estudios Educativos Pedro Poveda-ISESP.
Sostuvo que entre el Ministerio y las universidades hay mucho espacio de colaboración y oportunidades, el cual hay que fortalecer con los convenios existentes, para que ambos sectores puedan trabajar de manera conjunta en favor de la educación.
En la reunión, el Ministro informó a los participantes que se creará una comisión para revisar la Ley General de Educación, que incluirá a las universidades, en busca de que en un espacio de seis meses se presente una propuesta para una nueva legislación que responda a los nuevos tiempos.
Hernández también anunció que se formará una comisión para evaluar a los docentes, lo cual incluye no solo a los de aulas, sino también a maestros, directores de centros, asesores técnicos nacionales y directores regionales y distritales, en un proceso que se llevará a cabo en el segundo semestre del 2023. Dicha comisión tendrá a su cargo establecer todos los criterios, mecanismos e indicadores que serán utilizados en esta prueba de desempeño.
De igual modo, se va a trabajar con otra comisión que tendrá que ver con todo lo referente al sistema de Educación de Adultos, para mejorar los programas que incluyen a PREPARA, el cual tiene una incidencia importante en jóvenes que están en sobreedad para los estudios.
“En la medida en que todos colaboremos en el proceso de enseñanza, podremos hacer más rápido los procesos que la sociedad dominicana requiere para que tengamos un sistema educativo fuerte y cualitativamente mejorado”, manifestó el Ministro.
