SANTO DOMINGO.- La resolución del Ministerio de Interior y Policía (MIP) para regular las armas de fuego, junto a la mala aplicación del Decreto 309-06, llevará a la quiebra las empresas que importan y venden armas de fuego, advirtió este domingo la Asociación Dominicana de Importadores y Vendedores de Armas de Fuego (ADIVAF).
La entidad que agrupa más de 45 empresas privadas del país, asegura que la resolución número MIP-RR-0003-2021, de Interior y Policía, afecta a usuarios honestos de armas de fuego, a empresas de seguridad y aficionados que usan armas de fuego para cacería, tiros al plato y otras actividades deportivas.
Dicen que la prohibición hace 16 años de armas de fuego y municiones a República Dominicana, generó el ingreso ilícito de cientos de armas de fuego y municiones, en perjuicio de las más de 45 empresas Importadores y Vendedores de Armas de Fuego agrupadas en ADIVAF, las cuales tributan al fisco.
ADIVAF resalta que está de acuerdo con la postura del Ministerio de Interior y Policía para la regulación de armas de fuego, porque influirá directamente con el tema de seguridad nacional, aunque no así con algunas medidas contenidas en dicha resolución.
Señala que como representantes del sector están en la mejor disposición de colaborar con el Ministerio de Interior en la redacción de resoluciones de control de armas de fuego que ayuden a regularizar la tenencia y porte de los ciudadanos respetuosos a las leyes y la Ley No. 631-16, del 2 de agosto de 2016, sobre Control y Regulación de Armas, Municiones y Materiales Relacionados.
“Estamos dispuesto a colaborar para que se apliquen medidas que contribuyan a recuperar las armas ilegales, que actualmente están en manos de delincuentes, resultado del tráfico ilegal detonado hace más de 16 años tras la prohibición de importación legal de armas de fuego”, precisa.
ADIVAF subraya que la mayoría de los delitos que se cometen en el país son con armas de fuego que llegaron al país de manera ilegal, y observó que el Gobierno no debe castigar las empresas privadas que comercializan ese tipo de dispositivo herramientas ni a los usuarios que pagan impuestos.
El 24 de julio del 2006, el presidente Leonel Fernández, mediante el Decreto 309-06, prohibió la importación de armas de fuego, partes y sus respectivas municiones para el comercio particulares. Las Fuerzas Armadas, Policía Nacional y otras instituciones afines a la seguridad nacional están exentas.
No obstante, las Fuerzas Armadas, Policía Nacional, Dirección General de Aduanas, DNCD, entre otras agencias oficiales, han ocupado cargamentos de armas de fuego y municiones que red de contrabandistas han trato de ingresar al país aeropuertos, puertos y la frontera del país en violación al Decreto 309-96.
El cierre durante 16 años de importar armas y municipios, generó que inescrupulosos se dediquen al tráfico ilícito de esos dispositivos letales desde los Estados Unidos y otras naciones, en detrimento de las empresas registradas, que pagan impuestos y operan legal.
ADIVAF sostiene que sus miembros continuarán colaborando con las autoridades en busca de que haya un mejor control en la regulación de las armas de fuego, y exhortó a las autoridades a pensar que de sus negocios dependen miles de personas, que de cerrar sus puertas se quedarían sin el pan de sus familias.
El presidente Luis Abinader, el ministro de Interior y Policía, Jesús Vásquez, y otros funcionarios, anunciaron el pasado lunes la primera fase del Plan de Seguridad Ciudadana, que entre otros, contempla el retiro de armas ilegales de las calles, enfrentar la violencia intrafamiliar, reducir los accidentes de tránsito, entre otros.
