El Fondo Patrimonial de las Empresas Reformadas (Fonper) fue creado mediante la Ley 24-01, de fecha 24 de julio de 2001, como una institución estatal autónoma, con patrimonio y personalidad jurídica propia.
El Fonper se suma a otras instituciones que el futuro presidente, que asume este 16 de agosto, eliminará. Está el caso de la Oficina de Ingenieros Supervisores de Obras del Estado (OISOE) y el Consejo Estatal del Azúcar (CEA).
