SANTO DOMINGO. – La Comisión Especial que estudia el proyecto de ley que permite a los afiliados de las Administradoras de Fondo de Pensiones AFP el retiro anticipado y opcional de hasta el 30% de sus fondos acumulados escuchó este martes la opinión de técnicos del Ministerio de Hacienda.
El presidente de la comisión, el diputado Amado Díaz, junto a los demás miembros de la comisión escuchó las explosiones hechas por Martín Zapata Sánchez, viceministro de Hacienda y Julissa Benzán, técnico del área tributaria, quienes llegaron a la Cámara de Diputados en representación del ministro Jochi Vicente.
El primero en exponer el punto de vista del Ministerio de Hacienda fue Zapata, quien explicó que la experiencia internacional que se tiene con la devolución de parte del dinero como es el caso de Chile y Perú, no es muy favorable.
“Al retirar un 30%, un trabajador promedio tendría que trabajar adicionalmente nueve años, para obtener el valor presente que él tendría en los 30 años”, precisó Zapata Sánchez.
Indicó que es muy importante tomar en cuenta la experiencia internacional, asegurando que en Chile se autorizó el retiro el 20% de los ahorros de los trabajadores y que eso no provocó el crecimiento del Producto Interno Bruto de esa nación.
Explicó que en Chile, unos 17 millones de chilenos retiraron los fondos y el dinero no fue utilizado para negocios de emprendedurismo, sino más bien para ser utilizado en compra de electrodomésticos, tales como computadoras, televisores y otros bienes de consumo.
Explicó que cuando eso ocurre no se impacta positivamente la economía del país, ya que la misma no crece.
En ese mismo sentido, Benzán manifestó que de liberarse el 30% de los fondos de las AFP, la inflación en el país se dispararía bastante.
“Considerando las condiciones actuales, el impacto sería brutal, podría llegar hasta a un 70% el aumento en los precios, dada la dinámica actual que tiene la inflación dominicana”, precisó.
Asimismo, sostuvo que dado el tipo de cambio, como economía abierta, se estimó una devaluación a partir del segundo trimestre del año 2020, que fue cuando se discutía lo relativo al 30% de los fondos de las AFP.
“Estamos hablando que hubiera pasado de un 3.3% a un 8.9% la depreciación del peso dominicano frente al dólar, si consideramos nuevamente las estadísticas actuales y se ajusta el modelo, ese efecto podría potenciarse hasta en dos veces”, puntualizó.
En la reunión celebrada en el Salón Hugo Tolentino Dipp, participaron los diputados Amado Díaz, presidente, Heriberto Aracena, Franklin Ramírez, Lily Florentino, Francisco Soliman, Rafael Castillo, Jusan Suazo, Rogelio Alfonso Genao y Elías Wessin Chávez.
