SANTO DOMINGO. – La Cámara de Diputados aprobó en segunda lectura el proyecto de ley que modifica la Ley No.45-0 de Garantía Mobiliaria de la República Dominicana.
La pieza legislativa, que ahora pasa al Senado, es de la autoría del presidente de la Cámara de Diputados, Alfredo Pacheco.
La pieza legislativa, aprobada el pasado 18 de febrero del 2020, no había entrado en vigencia debido a la falta de herramientas para el funcionamiento de un sistema electrónico que estaba contemplado en el proyecto aprobado.
En tal sentido, fue modificado el artículo 5 «Artículo 51.- del Sistema Electrónico de Garantías Mobiliarias.
La implementación del Sistema Electrónico de Garantías Mobiliarias (SEGM) estará a cargo del Ministerio de Industria, Comercio y Mipymes (MICM).
En dicho artículo se contempla, además, que el MICM podrá contratar la prestación de los servicios de desarrollo y administración del SEGM o podrá adquirir un software especializado provisto de las medidas de seguridad necesarias para la correcta operatividad del mismo.
El MICM podrá delegar su administración a un tercero mediante los mecanismos constitucionales y legales establecidos.
Otras iniciativas
Este martes, los diputados aprobaron una resolución en la que se reconoce a la dominicana Marisol A. Chalas, Teniente Coronel del Ejército de los Estados Unidos por su ejemplar hoja de servicios y poner al más alto nivel nuestra Bandera Nacional, honrando nuestra nación con sus actos y plausibles trayectorias.
La iniciativa de la autoría del diputado y vocero del PRM, Julito Fulcar, en uno de sus considerandos señala que Marisol A. Chalas es la primera mujer latina en pilotar los imponentes helicópteros de combate, Black Hawk.
Agrega la pieza, que su historia es motivo de inspiración y enseñanza para quienes, cargados de sueños y aspiraciones, vengan a los Estados Unidos, logrando esta intrépida dama cristalizar sus sueños y anhelos pese a todo pronóstico y desde su ingreso en 2001 a la Guardia Nacional, superando cada prueba, venciendo cada obstáculo.
Por todas estas proezas, Marisol A. Chalas, se convirtió en primera en su clase para la Escuela de Aviación del Ejército de los Estados Unidos en Alabama, donde obtuvo más de 12 premios por sus destrezas, siendo reconocida como Piloto Aviador Avanzado y en la dura etapa de su entrenamiento tuvo que competir con alrededor de tres mil pilotos y con 120 mujeres para llegar a ser primer piloto de estos helicópteros.
Malecón de Nagua
También, fue aprobada una resolución que recomienda al presidente de la República incluir en el Presupuesto General del Estado para el año 2021, el reinicio de la construcción del malecón de Nagua, provincia María Trinidad Sánchez.
La pieza legislativa del diputado Napoleón López Rodríguez, en uno de sus considerandos, establece que el municipio de Nagua está en una zona vulnerable, pues allí fue donde se suscitó el único maremoto que acontecido en el país, el 4 de agosto del 1946, un pueblo ubicado por debajo del nivel del mar, por lo que se hace necesaria el reinicio de la construcción de dicha obra.
También, se establece que esta obra no solo servirá como atractivo turístico y embellecimiento de la ciudad de Nagua, sino que será una avenida de desahogo del tránsito y también servirá como muro de contención al avance del mar sobre la ciudad Nagua.
En la sesión de este martes, también refrendaron con el voto favorable una resolución mediante la cual solicita al presidente de la República, Luis Abinader, la construcción de una extensión de la Universidad Autónoma de Santo Domingo (UASD) en la provincia Sánchez Ramírez.
La pieza, de la autoría de la diputada Verónica Contreras, establece en uno de sus considerandos, que la Provincia de Sánchez Ramírez tiene años demandando la construcción de una extensión de la UASD, ha sido permanente esta lucha, ya que los jóvenes necesitan la preparación requerida y no verse excluidos a un derecho y deber del Estado Dominicano, por lo que pidieron la elaboración de dicho campus universitario para que los jóvenes se capaciten y puedan realizar sus carreras universitarias.
También, los diputados aprobaron una resolución que solicita al presidente de la República instruir al director del Instituto Nacional de Aguas Potables y Alcantarillados (INAPA), a los fines de realizar las gestiones de lugar para la construcción de un acueducto en el municipio de Miches, provincia El Seibo, de la autoría del diputado Geraldo Casanova.
Designación
Fue declarada de urgencia y aprobada en dos sesiones consecutivas, un proyecto de ley que designa con el nombre de doctora Acela Morel Pérez la actual calle “Primera” del sector La Esperilla en el Distrito Nacional, de la autoría del diputado Horacio Rodríguez.
Préstamo
Los diputados ratificaron una resolución de contrato de préstamo suscrito el 21 de octubre de 2019 entre la República Dominicana y el Banco Interamericano de Desarrollo (BID), para el financiamiento y ejecución del Programa de Expansión de Redes y Reducción de Pérdidas Técnicas Eléctricas de Distribución, por un monto de hasta ciento cincuenta y cinco millones de dólares (US$155.000,000.00).
Becas para estudiante
Fue refrendado favorablemente una resolución que recomienda al presidente de la República instruir a las autoridades del Ministerio de Educación Superior, Ciencia y Tecnología (MESCyT) para otorgar becas a los jóvenes dominicanos residentes en el exterior, de la autoría de la diputada Lily Florentino Rosario.
