Santo Domingo.- La Cámara de Diputados busca que las Administradoras de Riesgos de Salud (ARS) devuelvan los recursos recibidos de la cuenta de atención a la salud de la Tesorería de la Seguridad Social (TSS), durante el estado de excepción.
Para tales fines, la Comisión Permanente de Seguridad Social del órgano legislativo, que preside el doctor Agustín Burgos, se reunió con ejecutivos de la Superintendencia de Salud y Riesgos Laborales (SISALRIL) encabezados por el titular de la misma, Pedro Castellanos.
El legislador explicó que durante el encuentro analizaron un proyecto del diputado Rafael Castillo Casado, que busca que SISALRIL reclame a las ARS el pago del seguro de contingencia y devuelvan los citados recursos recibidos durante el estado de emergencia que vive la República Dominicana.
“Básicamente estamos apelando a lo que establece el artículo 150 de la Ley 87-01 de Seguridad Social, que establece que las ARS deben tener un seguro de garantía contra contingencias extraordinarias de salud y contra reclamos de los afiliados, proporcional al número de afiliados”, explicó.
Manifestó que las ARS no cumplen con esa legislación, lo que ha traído como consecuencia que por el coronavirus la TSS haya tenido que erogar más de cinco mil millones de pesos para cubrir funciones que debieron cubrir el seguro que no tienen esas entidades.
Señaló que a eso se suman otros dos mil millones de pesos provenientes del Instituto Dominicano de Prevención y Protección de Riesgos Laborales (IDOPPRIL), para la cobertura de trabajadores suspendidos debido a la pandemia y que por ende no están cotizando.
“Las ARS son las más beneficiadas por la pandemia de la COVID-19, pues siguen recibiendo pagos de cotizaciones de cada afiliado, pese a que por temor al virus la población ha disminuido su asistencia a consultas médicas y los procedimientos”, manifestó Burgos.
