Los Ayuntamientos de San Pedro de Macorís; Baní, Distrito Nacional, San Cristóbal, Santo Domingo Este, Norte y Oeste, Ramón Santana, San Francisco de Macorís, La Vega, Santiago, Salcedo, Higüey y Bánica se integran al sistema de integridad.
Santo Domingo. – La Dirección General de Ética e Integridad Gubernamental (Digeig), firmó un acuerdo este martes con la Liga Municipal Dominicana (LMD), la Federación Dominicana de Municipios (Fedomu) y más de 10 ayuntamientos del país para establecer instrumentos de integridad, transparencia y rendición de cuentas.
Estos sistemas e instrumentos éticos dentro de los ayuntamientos contemplan la instalación de Comisiones de Ética Pública (CEP), Códigos de Ética y Buzones de Denuncias para robustecer la transparencia y participación ciudadana en los gobiernos locales, de acuerdo con el 4to Plan de Acción de Gobierno Abierto.
La rúbrica que se realizó en las instalaciones de la (LMD) es el resultado de una serie de reuniones y charlas que la Digeig ha estado realizando con los alcaldes y Concejos de Regidores de los ayuntamientos, como parte de un plan piloto para garantizar a la ciudadana la disposición permanente en formatos amigables de las informaciones y operaciones de estos gobiernos locales.
Por medio de los instrumentos de integridad es posible asegurar una gestión pública correcta, en búsqueda de la anulación de actos de corrupción, a través de la transparencia, participación ciudadana en procesos de socialización y rendición de cuentas, lo que contribuirá a incrementar la confianza de la gente.
La asesora del Poder Ejecutivo en materia de Ética, Transparencia, Anticorrupción y directora de Ética e Integridad Gubernamental, Milagros Ortiz Bosch, aseguró que la mejor manera de transparentar el Estado Dominicano es permitiendo que todos los ciudadanos puedan ser veedores de las diferentes operaciones que se realiza desde el gobierno con los recursos de la nación.
«Hoy más que nunca hay que rescatar y fomentar los valores y principios éticos entre quienes ejercen funciones públicas; por ello, al interior del órgano generamos la implementación de este sistema y fomentamos la implementación en los distintos órganos garantes del país, y así velar por el correcto accionar de los servidores en la administración, con apego a la ética, integridad y transparencia», resaltó la directora General de la DIGEIG.
Mientras, el secretario general de la Liga Municipal Dominicana Víctor D´Aza aseguró que este acuerdo es vital para la transparencia municipal, consideró necesario profundizar sobre el presupuesto participativo como garantía de empoderamiento social y como forma de que la gente luche y demande otras cosas a sus autoridades.
“No teman, si la gestión de lo público está destinada a satisfacer con eficiencia las demandas ciudadanas, lo más importantes es que los ciudadanos formen parte de la toma de decisiones y de esta forma darle participación a la gente lo que hace es legitimar la acción del gobierno y sus autoridades”, precisó D´Aza.
Asimismo, Kelvin Cruz, presidente de Fedomu y alcalde de La Vega, dijo que promover el gobierno abierto y la transparencia, con programas de acción concertados entre las tres instituciones, ejecutados en acciones continuas, con hitos verificables, será un paso de avance definitivo para que en el ámbito municipal avancemos junto con el resto de la administración pública.
El alcalde de Santo Domingo Este, Manuel Jiménez, agradeció en nombre de todos los ayuntamientos firmantes, y afirmó que con este compromiso tienen la responsabilidad de recuperar la confianza y el honor de la política en la República Dominicana.
Sobre los convenios
Con el pacto entre Digeig, LMD y Fedomu, Ética se compromete a brindar asistencia técnica para la conformación, adiestramiento y capacitación de sus Comisiones de Ética y para la observación, realimentación y validación de los planes de trabajo de las CEP; para la conformación, para la revisión y las sugerencias de mejoras de los Códigos de Ética Institucional, para la instalación de los Buzones de Denuncia, asistencia técnica permanente en la evaluación y monitoreo del indicador 5 del SISMAP Municipal; asesoría y seguimiento a las mediaciones y denuncias que nos reporten de los ayuntamientos; capacitación y asesoría permanente en todo lo relativo a la Ley No. 200-04, gobierno abierto, así como cualquier otro tema de interés de los gobiernos locales.
De su lado la LMD se compromete a Promover el compromiso político de las autoridades municipales del país en torno a los instrumentos de integridad que pone a disposición de los gobiernos locales la DIGEIG, y en favor de la transparencia de la administración pública, entre otras.
Mientras, Fedomu deberá promover el gobierno abierto y la transparencia institucional al más alto nivel, en los gobiernos locales, socializando con sus autoridades temas como el acceso a la información, gobierno abierto, ética, integridad, entre otros temas vinculados a la transparencia y rendición de cuentas.
Con el segundo acuerdo firmado entre la DIGEIG y los Ayuntamientos, Ética deberá otorgará asistencia técnica para la conformación, adiestramiento y capacitación de sus Comisiones de Ética y para la observación, realimentación y validación de los planes de trabajo de las CEP, para la conformación, para la revisión y las sugerencias de mejoras de los Códigos de Ética Institucional y para la instalación de los Buzones de Denuncia.
Mientras, que las alcaldías dispondrán de los recursos económicos necesarios para materiales, impresiones y desarrollo de las distintas actividades en procura de los objetivos del presente Convenio. Ambos acuerdos tendrán duración de dos años.
