Canciller alerta al Consejo de Seguridad de la ONU situación en Haití también amenaza seguridad de República Dominicana

Nueva York, Estados Unidos. – El Ministro de Relaciones Exteriores, Roberto Álvarez, alertó este martes al Consejo de Seguridad de las Naciones Unidas, respecto a que la situación de violencia e inseguridad que se fortalece en Haití no solo amenaza a los haitianos sino también a la seguridad nacional de República Dominicana.

Al agotar su turno en la reunión de este martes del órgano de la ONU, el canciller dominicano destacó que frente a la imposibilidad de formalizar un adecuado manejo de la gestión fronteriza con responsabilidad compartida, ese espacio se ha convertido en una fuente de problemas, como la trata de personas, el tráfico de armas y de sustancias ilícitas; así como el contrabando de mercancías, flagelos que Gobierno dominicano combate a capa y espada con ayuda de sus socios internacionales, pero bajo condiciones cada día más difíciles.

“La gobernanza de una frontera de esta naturaleza resulta prácticamente inmanejable cuando uno de los dos lados está imposibilitado de garantizar el imperio de la ley. También se presenta el reto del suministro de servicios básicos a la población migrante irregular y su impacto en las políticas sociales del Estado dominicano”, resaltó el Ministro Álvarez.

Aseguró que esta realidad no está motivada por una actitud antiinmigrante, ya que República Dominicana es un país emisor de migrantes, pero, dijo, cuando el flujo de personas no ocurre dentro de los cauces legales, de manera ordenada y segura, esto implica riesgos políticos, sociales, económicos y de seguridad, por lo que resulta difícil garantizar los derechos correspondientes.

En ese sentido, dijo que el Gobierno dominicano está compelido a tomar las medidas necesarias para frenar el impacto que la violencia y el deterioro institucional de Haití pueda tener sobre su territorio.

“Nuestro país es solidario y respetuoso del derecho internacional y más aun siendo Haití un país amigo con el que nos une un tratado de paz y amistad perpetua. Lo hemos repetido innumerables veces, estamos dispuestos a seguir jugando un rol de buena vecindad. Pero nuestro involucramiento sería muy distinto si existiera el apoyo concreto de la comunidad internacional para restaurar la paz y la seguridad en Haití”, agregó el canciller.

El Ministro de Relaciones Exteriores dominicano dijo que, pese a las disposiciones del Consejo de Seguridad sobre la situación en Haití, la principal demanda de las autoridades haitianas, avalada por el Secretario General, el despliegue de una fuerza robusta de asistencia a su Policía Nacional para eliminar la violencia espantosa que afecta ese país, aún permanece sin una hoja de ruta clara.

“El Gobierno dominicano entiende que es legítimo considerar y planificar adecuadamente cualquier respuesta para evitar errores del pasado y, sobre todo, para evitar una solución que desconozca la voluntad de los haitianos. Pero, como testigos directos del drama humano en el país vecino, también sabemos que cada minuto de espera implica un mayor descalabro de la situación y sufrimiento para ciudadanos inocentes”, señaló el diplomático.

Roberto Álvarez advirtió que hasta que no se produzca una acción firme contra los criminales que impiden el devenir soberano de Haití, no cree que se pueda pedir al pueblo haitiano, y a los demás pueblos que son testigos de esta tragedia, que depositen su confianza en las Naciones Unidas.

Durante esta reunión, el canciller estuvo acompañado del embajador representante permanente de República Dominicana ante las Naciones Unidas, José Blanco, y los consejeros de esta misión diplomática, Claudia Mansfield y Radhafil Rodríguez.
