Presidente Abinader dispone de RD$100 millones para que Mipymes participen en ventas de productos a precios especiales

Santo Domingo.- El presidente Luis Abinader dispuso este jueves de RD$100 millones de pesos para que las micro, pequeñas y medianas empresas (Mipymes) se  sumen a la venta de productos de la canasta básica a precios especiales, a través de pequeños supermercados y colmados.

El mandatario, al encabezar un encuentro nacional con representantes de este sector, dio instrucciones al director general del Consejo Nacional Promipyme, Porfirio Peralta, para que esos fondos sean dispuestos y los comerciantes se integren al programa de bajos costos que coordina el Instituto de Estabilización de Precios (INESPRE).

Como parte del respaldo a las Mipymes, el Gobierno se estableció como meta al 2024, la colocación de 55 mil millones de pesos, de los cuales, se han entregado más de RD$12 mil millones.

El presidente Abinader resaltó que el sector Mipyme genera más de 642 mil empleos formales, llegando a los 2.2 millones de puestos de trabajos si se incluyen a los trabajadores que desempeñan sus labores en sectores y actividades comerciales no formalizadas.

Más de 120 mil micro y pequeñas empresas se han beneficiado de esta acción, generando 76 mil empleos directos y 476 mil indirectos y la cartera de préstamos ha crecido en más de un 62% manteniendo una mora promedio de un 1%.

En este encuentro participaron el ministro de Industria, Comercio y Mipymes, Víctor -Ito- Bisonó; el subdirector de relaciones interinstitucionales de Promipyme y coordinador nacional de los Comités Consultivos, Dioscar Faña y la presidenta de la Federación de Mujeres Empresarias Dominico-Internacional (FEM), Amarilys Durán.

El gobernante anunció, además, que como paliativo al alza de los hidrocarburos, en los próximos días dispondrán de una línea de crédito para que una gran cantidad de industrias de microcrédito instalen energía solar.

«Estas unidades productivas representan el 98% del tejido empresarial de la República Dominicana, llegando a generar hasta el 50% de los empleos en nuestro país, con un aporte directo a la economía de aproximadamente el 38% del Producto Interno Bruto», destacó.

Abinader explicó que Promipyme y el Ministerio de Industria y Comercio aunarán esfuerzos para el fomento, promoción y desarrollo integral del ecosistema productivo de las micro, pequeñas y medianas empresas en el país.

Expuso que las micro, pequeñas y medianas empresas constituyen uno de los pilares fundamentales para la sostenibilidad y el desarrollo del país.

“No podemos dejar de fijar nuestra mirada en este gran sector, ya que su alcance llega a representar el 79.5% de las microempresas, el 16% de las pequeñas y casi el 3% de las empresas medianas. Sin duda, son un motor importante para el sistema productivo, la generación de puestos de trabajo y la inyección económica que soporta el país”, reveló.

Señaló que estas actividades son desempeñadas por miles de hombres y mujeres en los distintos puntos del país, quienes regentean almacenes, colmados, peluquerías, salones de belleza, restaurantes o comercios especializados en la reparación de enseres, textil o electrodomésticos.

El presidente Abinader manifestó que las Mipymes constituyen un sector primordial para la economía nacional, no solo por ser una fuente de ingresos segura y por los miles de empleos que generan, sino también por el inmenso potencial que tienen para dinamizar la economía.

Informó que datos oficiales impulsan al Gobierno a estructurar acciones directas para lograr una mayor formalización de los puestos de trabajos, siempre en beneficio de los trabajadores y del propio Estado.

“Como presidente de la República me siento sumamente comprometido con el fortalecimiento de las Mipymes en todo el país. Su aportación a la economía es fundamental”, expresó.

Y agregó: Por esa razón es importantísimo que el Estado preste toda la atención posible a estas formas de negocio, porque son las grandes generadoras de empleo en nuestro país y fungen como sostén principal de nuestro entramado productivo.

El gobernante dijo que esto ofrece una idea muy clara de cuál es el panorama de estas actividades, lo cercano que está a la gente de a pie, a los ciudadanos de barrios y pueblos, que son la fuerza que da vida y sentido al país.

“Hemos escuchado las reivindicaciones y problemas y ahora, juntos, abordaremos las soluciones y las propuestas. Ya lo hicimos en el periodo del COVID-19, con un importante paquete de medidas que permitieron a este sector resistir y actualizarse para afrontar este futuro que hoy ya es una realidad”, afirmó.

Adelantó que trabajará en conjunto acciones, estrategias y planes de acción para brindar a las Mipymes servicios de capacitación y asistencia técnica que les permita fortalecer su productividad, acceder a mecanismos de financiamiento apropiados, desarrollar capacidades emprendedoras y facilitar su formalización.

«Si algo nos ha enseñado estos más de dos años duros de pandemia ha sido que la industria y el tejido empresarial de un país es vital para su sostenimiento y que todo acuerdo entre los agentes implicados es una garantía de éxito», sostuvo.

Hacerlo bien y llegar lejos, agregó, depende de estas dos cosas; tener fundamentos económicos sólidos e incluir todas las voces y propuestas para empujar en la misma dirección.

«Somos unos convencidos del acuerdo, del pacto de la escucha y del diálogo social y empresarial, lo hacemos por convicción, pero también por pragmatismo. El país necesita avanzar más rápido y el gobierno quiere empujar para ello», indicó Abinader.

Desde Promipyme, comunicó, se van a diseñar programas de soluciones financieras que tomen en cuenta las necesidades de micro, pequeñas y medianas empresas en el país, de manera enfocada a cada subsector Mipymes existente en el país.

“Desde el gobierno vamos a proporcionar a Promipyme, las informaciones requeridas para la detección de necesidades, la implementación del plan de trabajo acordado y el diseño de las capacitaciones, para coordinar la logística requerida para la implementación de los planes de capacitación y asistencia técnicas”, añadió.

El jefe de Estado afirmó que este es el momento de aunar esfuerzos, crear sinergias  para intercambiar buenas prácticas y metodología; así como estudios, encuestas y material de interés para el sector, a los fines de identificar posibles áreas adicionales de trabajo conjunto.

Expresó su agradecimiento a todos los que se han comprometido a trabajar en las distintas entidades gubernamentales para hacer posible el desarrollo de estos planes y dijo que su trabajo durante todo este tiempo ha sido verdaderamente importante para lograr establecer las prioridades del plan de Gobierno en materia de micro, pequeñas y medianas empresas.

“Hoy iniciamos una nueva página de éxito en este sector y lo hacemos con propuestas, acuerdos y visión a largo plazo. Somos industria, somos comercio, somos empresa. Somos futuro”, concluyó Abinader.

Cambios de los mercados y de la sociedad

De su lado, el ministro de industria, Comercio y Mipymes señaló que las Mipymes enfrentan múltiples desafíos para adaptarse a los cambios de los mercados y de la sociedad.

“Pero esa necesidad de cambio es la razón que nos mueve para firmar este Gran Pacto Nacional de las Mipymes, que inició el pasado año con las consultas de las necesidades y fortalezas del sector, extendiéndose a todas las provincias del país para que ninguna se quede fuera”, significó Bisonó.

Aseguró que el Gobierno seguirá asumiendo el compromiso de ser aliados y defensores de los micro, pequeños y medianos empresarios, para continuar en la dirección correcta, para que puedan enfrentar con firmeza los retos del futuro y desarrollarse en una sociedad de oportunidades para cada dominicano y dominicana.

Bisonó resaltó que desde los primeros meses de gestión pusieron en marcha el plan de reactivación de las Mipymes e implementaron iniciativas a través de Promipyme, donde se desembolsaron créditos por más de RD$3,800 millones.

Además, informó, a propósito del plan de reactivación, se creó la certificación Mipymes Mujer con el objetivo de potenciar el desarrollo, la formalización y la participación activa de la mujer en los procesos de compras del Estado, especialmente en el 20% de los procesos de compras estatales destinados a las Mipymes.

Reactivación económica de las Mipymes

En tanto, el director general del Consejo Nacional Promipyme manifestó que por instrucciones del presidente Abinader, en 2021 la presente gestión de Promipyme se concentró en desarrollar un conjunto de acciones para poner en marcha la reactivación económica de las Mipymes, con una colocación de 2,500 millones de pesos.

Peralta explicó que paralelamente, el Consejo Nacional Promipyme, en una Reunión Ordinaria, presidida por el ministro de Industria, Comercio y Mipymes, se aprobó el Plan Estratégico de Desarrollo de la institución al 2024, con el propósito de hacer más competitivas y eficientes a las micro y pequeñas empresas del país.

En ese mismo orden, expuso, como parte de los servicios no financieros que brinda la institución, Promipyme ha impartido capacitación empresarial a más de 7 mil miembros de las Mipymes y ha desarrollado jornadas de asistencia técnica que han impactado a más de 130 micro o pequeños negocios.

“En apoyo a la política social del gobierno, hemos lanzados varios programas destinados a favorecer a las mujeres, las cuales han sido favorecidas con el 65% de los préstamos, ya que ellas son más innovadoras y cumplidoras con sus pagos”, indicó.

Mientras que el subdirector de Relaciones Interinstitucionales de Promipyme y Coordinador Nacional de los Comités Consultivos, expresó que los comités han servido para poder identificar los líderes comerciales de los pueblos.

Definió los comités consultivos como una estructura que integra los sectores de la industria, el servicio y el comercio, con el objetivo de que sean representados en la institución las microempresas.

Además, acompañaron al presidente Abinader, la ministra de Estado Sin Cartera, Geanilda Vásquez; el senador por la provincia Santo Domingo, Antonio Taveras; el administrador del Banco de Reservas, Samuel Pereyra y el director del INFOTEP, Rafael Santos Badia.

También, el director de Aduanas, Eduardo Sanz Lovatón; el director de la Comisión Permanente de Titulación de Terrenos del Estado, Mérido Torres y el alcalde de Santo Domingo Este, Manuel Jiménez.
