Santo Domingo. – El Ministerio de Educación de la República Dominicana (MINERD) y el Fondo de las Naciones Unidas para la Infancia (UNICEF) lanzaron el programa Retorno a la Alegría, adaptado a la respuesta nacional de Educación frente a la COVID-19. 

Se trata de una iniciativa de recuperación psicoafectiva para el comienzo del nuevo año escolar 2021-2022, a iniciarse el próximo lunes 20 de septiembre, a fin de ofrecer apoyo psicoemocional a 2,102,000 estudiantes de todos los niveles educativos del sector público. 
El mismo se encuentra también a disposición de centros educativos privados que quieran implementarlo.  
El ministro de Educación, Roberto Fulcar, al participar en  la presentación del programa, reconoció el trabajo desplegado desde la Dirección de Orientación  y Psicología del MINERD y agradeció el apoyo  del Fondo de las Naciones Unidas para la Infancia  (UNICEF),  la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO) y la Agencia de los Estados Unidos para el Desarrollo Internacional (USAID)  a la educación dominicana  y, especialmente a esta iniciativa que asegurará la salud psicoemocioanal de la comunidad educativa. 
Afirmó que en este nuevo año escolar jugarán un importante rol de liderazgo las orientadoras y psicólogas escolares, con el apoyo psicoemocional a través del programa Retorno a la Alegría 
Dijo que en este momento se están capacitando permanentemente alrededor de  8,000 orientadores y psicólogos del sistema educativo dominicano, para garantizar la salud mental de la comunidad educativa  y se hará todo lo posible para que ellos  dispongan de los instrumentos y las condiciones adecuadas para llevar a cabo esa gran labor.  
“No tenemos oídos para  pesimismos, trabajamos para tener un año escolar exitoso, con la ayuda de todos y para beneficio de nuestros queridos muchachos y muchachas. No es tiempo de quejarse, nos irá bien. Los dominicanos somos fuertes y tenemos derecho a salir de la cola de la educación en que las estadísticas internacionales nos colocan”, dijo el ministro. 
Rosa Elcarte, representante residente de UNICEF en República Dominicana, dijo que Retorno a la Alegría fue diseñado inicialmente para el restablecimiento psicológico de niñas, niños y adolescentes afectados por desastres y emergencias, aplicado mundialmente por UNICEF, cuya metodología permite a los participantes mejorar sus estados emocionales para continuar luego de situaciones adversas, con mayores recursos psicológicos, sus hábitos y actividades diarias. 
Explicó que en el caso dominicano se ha adaptado a la situación producida por la pandemia del coronavirus.  
“La vuelta a las clases es el mejor momento para implementar este programa, ya que su manual guía a los docentes y a los orientadores escolares para que, en circunstancias especiales como estas, puedan organizar espacios de atención para los niños y niñas, idealmente durante las dos primeras semanas, que les permitan mitigar el impacto de sus tensiones emocionales, facilitar su expresión, incorporar los aprendizajes de las experiencias vividas y fortalecer su resiliencia”, aseguró la doctora Elcarte. 
Observó que la metodología de este programa es lúdica, sistémica, participativa, proyectiva y vivencial. Con ella, se consigue una mejor salud psicoemocional de profesores y de alumnos, pero además una mejor integración escolar de ambos grupos poblacionales. 
“Esta idea surge a raíz de que la pandemia por la enfermedad de la COVID-19 ha dejado efectos psicoemocionales en todas las personas, de diferentes características y gravedad. Existe evidencia internacional sobre cómo la salud mental de los niños, las niñas y los adolescentes ha sido afectada por la pandemia, debido entre otros temas, a las cuarentenas, a los cierres prolongados de las escuelas; de unos 16 meses en República Dominicana, a los cambios sufridos en su forma de relación social con sus amigos y con sus seres queridos, destacó la doctora Elcarte. 
El subdirector de la USAID, David Billings, expresó que “el objetivo de esta estrategia académica es brindar apoyo sostenible a una educación más segura, inclusiva y próspera en el país”.     
Durante el evento se comunicó que en conjunto con la Dirección de Orientación y Psicología del Ministerio de Educación se han generado espacios de recuperación psicoafectiva y capacitación del programa Retorno a la Alegría para el 92% de los orientadores y psicólogos escolares, y también para alrededor de 70 mil docentes, en preparación del comienzo del período académico 2021-2022.  
En las dos primeras semanas de clase, y guardando todas las medidas de seguridad y protocolos de salud para la prevención del COVID-19, dicha Dirección, en coordinación con los distintos niveles educativos aplicará el programa  Retorno a la Alegría en todo el ámbito nacional, con una programación de actividades recreativas, artísticas, culturales y motivacionales coordinada a través de los equipos de gestión, los orientadores, el cuerpo docente y el personal escolar.  Estos encuentros pedagógicos están contenidos en el Manual de Facilitadores Lúdicos de la mencionada iniciativa, del cual se distribuyeron 10mil ejemplares, en las distintas escuelas del país.  
El pasado año escolar en más de 40 municipios donde se iniciaron clases semipresenciales, un total de 255,264 estudiantes experimentaron los beneficios de este programa en la vuelta a las escuelas. Las familias, los técnicos, los docentes y los orientadores del MINERD valoraron el aporte positivo que ofreció el ambiente de juego y de alegría a la salud mental, así como a la integración de los miembros de la comunidad educativa en ese esperado reencuentro. 
En el evento, se realizó una emotiva demostración de los resultados del Programa Retorno a la Alegría, con el testimonio de los estudiantes Jades Ezequiel Urbáez Aquino y Daileny Calzado Disla, del centro Educativo Cristiano Jericoo, así como la maestra  Liliana de la Cruz, quienes expresaron que esta iniciativa logrará sacar a flote los sentimientos que tienen  guardados luego de tanto tiempo fuera de las escuelas, a través del canto, del baile y de las actividades lúdicas 
En el lanzamiento, estuvieron presentes además, Ligia Pérez, viceministra de Asuntos Técnicos y Pedagógicos, y Francisca de la Cruz, directora de Orientación y Psicología del Minerd; Franklin Tejeda, representante de la UNESCO,  así como viceministros, directores  y representantes de la comunidad educativa.
