Senado de la República aprobó más de 200 iniciativas legislativas en la Primera Legislatura Ordinaria de 2022

Entre las iniciativas aprobadas se destacan la Ley de Extinción de Dominio, Ley de Regiones Únicas, Modificación del Código Procesal Penal, la Ley de los Actos del Estado Civil, entre otras.

Santo Domingo. 01-08-2022.- El Senado de la República aprobó un total de 203 iniciativas legislativas clasificadas entre proyectos de Ley, resoluciones, convenios internacionales, entre otros, durante la Primera Legislatura Ordinaria del año 2022 que se extendió desde el 27 de febrero hasta el 26 de julio.

Durante ese período, el Pleno del Senado celebró 33 sesiones, en las cuales se conocieron las distintas piezas legislativas que fueron estudiadas en el marco de las diferentes comisiones permanentes, especiales y bicamerales.

Entre las iniciativas legislativas aprobadas en la Primera Legislatura Ordinaria 2022 se destaca la Ley de Extinción de Dominio, que tiene como objetivo recuperar los bienes y activos adquiridos con recursos provenientes de la corrupción administrativa, narcotráfico, lavado de activos, trata de personas, entre otros delitos. Además, define las competencias y facultades de las autoridades responsables de su aplicación.

Asimismo, la Cámara Alta aprobó la Ley Orgánica de Regiones Únicas que organiza el país en 10 regiones, conformadas por sus respectivas provincias y municipios, a fin de desarrollar políticas públicas efectivas que favorezcan el crecimiento sostenible de la nación. Conjuntamente, la Ley de Uso de Medios Digitales en el Poder Judicial que habilita y regula el uso de las tecnologías de la información y la comunicación en los procesos judiciales y administrativos en este poder del Estado.

El Senado también favoreció la Modificación del Código Procesal Penal, con el objetivo de que el robo sin armas y sin violencia pueda ser perseguido de oficio por el Ministerio Público, sin necesidad de que la víctima interponga una querella. Igualmente, la Ley de los Actos del Estado Civil que cuenta con más de 30 novedades de interés para los nuevos padres y establece que los progenitores elijan el orden de los apellidos de sus hijos.

Entre el 27 de febrero y el 26 de julio de 2022 se aprobó la Ley que crea el Sistema Nacional de Protección y Atención Integral a la Primera Infancia y crea el Instituto Nacional de Atención Integral a la Primera Infancia (INAIPI), con el fin de integrar todas las instituciones públicas dedicadas al cuidado de la niñez y otorgarle estatus de Ley al INAIPI.

Los senadores aprobaron la Ley que Libera de Todo Tipo de Impuestos de Importación los Regalos que Traigan al País los Residentes en el Extranjero a sus familiares o amigos en Ocasión de las Fiestas de Navidad, Año Nuevo y en el Verano de Cada Año, estableciendo que no deberán exceder en conjunto la suma equivalente de mil dólares.

De igual forma, la Ley que Ordena la Realización del Tamizaje Neonatal para la Detección Temprana de Enfermedades Congénitas y Metabólicas en la Población Infantil. Así como, la Ley sobre Detección Auditiva e Intervención de la Hipoacusia Neurosensorial en la Población Infantil y Adulta, y la Ley que Ordena la Creación de Aulas con el Sistema Braille para Personas con Discapacidad Visual.

En el marco de los 150 días que comprendieron la Primera Legislatura Ordinaria de 2022, fue aprobada la Ley de Protección a la Persona Adulta Mayor, la Ley sobre Gestión de la Ciberseguridad en República Dominicana y la Ley que declara el 14 de junio como Día de la Raza Inmortal.

Los legisladores de la Cámara Alta aprobaron los proyectos de ley que disponen la supresión del Consejo Estatal del Azúcar (CEA), la Corporación Dominicana de Empresas Eléctricas Estatales (CDEEE) y la Unidad de Electrificación Rural y Suburbana (UERS).

La Ley que Crea los Distritos Judiciales de Santo Domingo Este, Santo Domingo Norte y Santo Domingo Oeste, la Ley sobre Alianzas Público- Privadas, Ley que regula la práctica de béisbol de personas menores de edad y la contratación al profesionalismo, la Ley sobre Fideicomiso Público y la Ley que Regula el Patrimonio Empresarial del Estado, entre otras importantes iniciativas.

De acuerdo con el artículo 89 de la Constitución de la República, las cámaras del Congreso Nacional se reunirán de forma ordinaria el 27 de febrero y el 16 de agosto de cada año; y cada legislatura durará 150 días.
